HOMICIDE EVENTS RECONSTRUCTION-DEFINED

The forensic speciality of Homicide Events Reconstruction comes from the multi-disciplined scientific reconstruction of events, based upon the determination of the finite circumstance(s) possible which would have produced the individual items of evidence as they are observed in the overall evidentiary picture. Counsel and Court would be most familiar with this process from the deter- minations made by Medical Examiners and to some extent, Firearms Examiners, Crime Scene Reconstructionists though they don't utilize the Homicide Events Reconstruction title as their expertise identifier.

My reconstructions utilize the scientific disciplines of: Terminal Ballistics and Body Actions/Mobility (medical field); Forensic Ballistics-Wound Appearance-Soot & Stippling-Bullet Impact/Ricochet damage(medical and forensic firearms field); Fight or Flight Reflex psycho-physiology (Psychological and physiological effects of lethal threat encounters-medical and this very finite area of psychology).

Course taught crime scene investigation, including the recognition of potential crime scene dimensions, recognizing evidence and items/circumstances of potential evidentiary value and how to properly protect, record, collect and preserve these items. The methods of production and significance of various blood, firearms, toolmark, ligature and other types of evidence was taught and used in the practical application final exam.

POLICE CRIME SCENE PHOTOGRAPHY-Blackhawk College, Law Enf. Trng Cntr-1989 Course content included characteristics and qualities of the various films available, proper use of these films, camera controls and operations. Course also included recognizing evidence such as various blood spatter and and bleeding patterns, wounds and marks on victim/suspect and the enivironment (such as windows, doors, furniture, etc.) and then searching for the tools, objects and/or weapons which could have create the observed wounds/marks shape and then properly photography recording all these items of evidence. Course final exam consisted of practical application photography of overall crime scene, discovered evidence, low light and stop action photography, as well as, nighttime outdoor crime scene and surveillance photography.

TRAFFIC CRASH INVESTIGATION WORKSHOP-Police Trng. Inst.-Univ. of IL. -1977 While this course taught the techniques of reconstructing vehicle crashes, it contained techniques which are relevant to and applicable in the reconstruction of homicides. These areas are: the observation and study of individual and overall damages of each vehicle and/or object with subsequent correlation and matching of damages/evidence to determine each point of the usual multiple individual impacts involved in a vehicle crash; the observation and study of human occupant produced damage/evidence (such as blood spatter/bleeding patterns, skin and tissues deposited within and around the vehicle and hair and fiber embedded within broken glass and the vehicle/environs) to determine occupant(s) actions such as striking windshield, impalement or impact with projecting vehicle interior parts, partial or full ejection from vehicle and whether vehicle subsequently passed over or landed on top of occupant.

HAND TO HAND, EDGED WEAPONS & COMBAT FIGHTING-U.S Marine Corps.-1969/70-As part of the Viet Nam era training, Marines were taught hand to hand and lethal unarmed combat as well as effective offensive uses of edged weapons (knives, etc.) and defensive tactics for edged weapons. Effective and lethal bludgeoning techniques with rifles and other improvised bludgeoning weapons were taught, as well as the use of ligatures and garroting techiques. Firearms functions and use, fields of fire and firearm maintainance were also taught. Weapons instructed in/used: M-1911A1 .45 ACP pistol, M-14 *selective fire rifle (*full automatic fire capable), M-16 *selective fire rifle, 12 GA. shotgun, M-70 grenade launcher, .50 caliber machinegun-Helicopter door mounted.

SUMMARY OF QUALIFYING SPECIAL EXPERIENCE
EVIDENCE RECOGNITION, COLLECTION & CORRELATION: Initially as a police officer I performed crime scene investigations which entailed applying both my college and police training in the scene investigation, evaluation and evidence recognition, preservation and retrieval. This specifically included observing and recognizing damage and /or modifications to the victim, scene and environment. I observed injuries to victims and assessed potential methods and instruments of infliction, as well as preliminary determinations of severity of injury (to ascertain level of Emergency Medical assistance to summon) and the potential for "dying declarations". Initially, I primarily utilized my prior Marine Corps training in aiding military combat type wounds and injuries, while later I utilized my EMT(A) and all other medically oriented training I'd received. During this time I personally observed blood stain patterns being created by the injured persons, the nature and severity of bleeding from various types of wounds and tracked blood trails to find victims and/or suspects.

FIREARMS/MEDICAL EXPERIENCE:
During my time in the U. S. Marine Corps and since, I have had extensive experience with firearms including revolvers, pistols, machinepistols, rifles, shotguns, sub-machineguns, and (.50 caliber) Helicopter machineguns. Subsequent to my completing a training program in gunsmithing, ammunition manufacturing and ballistics I obtained my Federal Firearm gunsmith's (dealer) license and Ammunition Manufacturer's license. I have been a licensed and performing gunsmith since 1979 and upgraded my license to a firearms manufacturer status in 1992, producing a high capacity, custom featured .45 ACP Pistol. However, I turned in my initial Ammunition Manufacturer's license after two years and ceased (small scale custom) commercial ammunition manufacturing, feeling the federal tax(es) paperwork burden was more then operation was worth. I did, however continue to research and experiment with different load types and loadings. Eventually I graduated to obtaining autopsies from shootings with various bullet types and clinically studying the actual injuries and their effects in real life subjects. I published two studies and two texts based upon these findings and my studies of my student police officers who have themselves been through shootings, some of whom have themselves been wounded.

MEDICAL EXPERIENCE:
For almost two years I took a break from law enforcement and took the Department of Transportation approved Emergency Medical Technician-Ambulance training. During this period I worked as an ambulance driver, EMT(A) attendant and Field Training Officer. As such my duties were: determining nature and extent of injuries and/or illness, degree of life threatening potential, where appropriate, performing triage (the determination of the victims potential for survival) and assigning the priority for their transport.
Further, part of my formal training was period of supervised practical appli- cation, spread between the three major hospital Emergency Rooms within the Rockford, IL (Pop. approx. 250,000) area. During this practical application and also during my actual field duty I was able to observe major surgeries, including an emergency abdominal Aortic artery replacement. I was also shown/taught basic X-ray studies interpretation by the E.R. radiologists. I was called upon several times to assist Emergency Room personnel during periods of "overflowing" patients. I assisted in the setting of fractured bones, closely monitored the vital signs of a pregnant mother and her fetus, who were injured in a two car headon collision, which injured 9 people, as I recall. Finally, I was the primary EMS officer at several multi-agency response, victim extrication cases, with final responsibility for decisions regarding victim care, calling in of additional assistance, what extrication equipment/techniques would be used and whether to summon Trauma Doctors from the hospital to the actual scene in extended period extrication situations.

From this training and experience I gained my expertise in the review of autopsies, as well as radiographic techniques and communicating with relevant medical personnel regarding their findings, as well as understanding the significance of the injuries.
.Since 1988 I have exchanged research findings and been conferred with by Medical Examiners and Doctors regarding some particular bullets expected performance or terminal appearance for identification of brand/type. Further, I have published several articles on terminal ballistics and have consulted with and shared research results with forensic ballisticians.

PROFESSIONAL EXPERIENCE:
14 years as a law enforcement officer in positions ranging from dispatcher thru Chief of Police in a small community. During this time the extensive opportunities for specialized training were taken. Please see detailed listing of training for specifics.
Duties included the investigation/evaluation and reconstruction of incident/crime scene events from the evaluations of victim/witness/suspect statements, crime scene observations and evidence. These crime scenes did include vehicle crashes (both unintentional and maliciously intended crashes, as well as hit and run vehicle identifications), burglary scenes, battery and aggravated battery scenes. Duties also included testifying in both IL State and Federal Courts as a law enforcement officer witness.

1979 to PRESENT: 24 Years owning/operating my own Federally/State licensed gunsmith/manufacturer and instructor business. Part-time from 1979 to 1988, when I commenced full time operations.
During this time period I have inspected, repaired and customized various makes of firearms as well as manufacturing my own line of 1911A1 style, high capacity .45 automatics. Numerous times I have diagnosed/repaired and/or reassembled a "basket case" firearm that other dealers had given up on. Further, from 1979 to approximately 1982 I manufactured custom ammunition. I continue to manufacture for my own use/experimentation, though I ceased commercial manufacturing in approximately 1982. (*Refer to the TEACHING EXPERIENCE section for that area of my operation.)


TEACHING EXPERIENCE:
Nov 2002-Washington DC Public Defender’s Office CLE Seminar, (poc Attorney Michael Ryan) Instructed section on physical evidence and it’s value to determining what actually happened. Included demonstrative photo’s, videos of bleeding, blood spatter patterns, shooting speed capabilities and injuries resulting to shooter from high powered shotguns sawed off to miniscule dimensions.

I have trained many inexperienced persons in the safe handling and usage of firearms, both for target and self defense use.
As an Iowa Department of Public Safety approved Firearms Safety Course (required training for issuance of a Professional Concealed Weapons Permit) instructor and an IL Police Training Board approved instructor I have taught hundreds of police and security officers in the areas of Use of Force Continuum (ranging from psychological dissuasion to empty handed and armed lethal force techniques), edged weapons/firearms capabilities as well as specialty shooting techniques and Homicide Events Reconstruction which includes instruction in forensic evidence recognition, collection/preservation and interpretation, human anatomy and physiology and their relationship to a violent encounter's evidence production.
I have trained officers from the U.S. and Canada (primarily Toronto region) and have received an inquiry (05/92) to instruct my courses in Kuwait and the Persian Gulf Region for the AL-NAJAH PRIVATE INSTITUTE, a private police/security training agency.
I have been consulted by former students (investigators) and assisted in reviewing evidence for ongoing Homicide investigation cases to assist in reconstructing the homicides events.
